It may be worth checking countries where cousins cannot marry.

It is allowed in the Netherlands. And obviously there is not always a huge age gap between cousins.

Looks like it's legal in most of the world... throughout Western European for example... that's kinda my point - we are governed by taboos, not laws. If laws didn't exist, it wouldn't necessarily change human behaviour that much.

In some ways it would, sure, and it would interesting to think about different laws that people would disregard if laws changed... but I don't think that rapes would increase if rape was legalized tomorrow.
